The meeting of the State Security Council of Turkmenistan

Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country General Serdar Berdimuhamedov held the meeting of the State Security Council to sum up the work of military and law enforcement bodies for six months of the current year. Its agenda also included issues of security and peace in our independent state, the strengthening of the material and technical basis of security structures and further perfection of their activity.

Secretary of the State Security Council, Minister of Defence B.Gundogdyev who reported on the work implemented during six months to strengthen defensibility of the country within the Program of development of the Armed Forces, was the first to take the floor at the meeting, in addition, he reported on results of the regular conscription campaign, adopted measures to improve conditions of service and life of servicemen.

Having heard the report, President Serdar Berdimuhamedov emphasised the necessity of further modernisation of the Armed Forces of Turkmenistan. One should celebrate the glorious holiday- Independence Day of the country at high level, the head of the state underlined and instructed the Secretary of the State Security Council, Minister of Defence to properly prepare for the military parade on the occasion of the significant date.

Attorney General B.Muhamedov reported on the work implemented by the subordinate structure from the beginning of the year and results of inspections of observance of legal acts. He also informed on the course of introduction of high technologies within the realisation of the Program of development of the given department and actions, held with a view of increase of professionalism of employees.

Having heard the report, the head of Turkmenistan gave the Attorney General a number of the instructions connected with realisation of supervision of execution of laws and legal acts in all spheres and the activity for protection of interests of the state and society, the rights and freedoms of citizens.

Then, Minster of Internal Affairs M.Khydyrov reported on results of the work realized for the January-June period of the current year, including the adopted practical steps to maintain the public order, observe rules of fire safety and prevent road and transport incidents.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan pointed out the significance of maintenance of the law and order in the country, prevention of offences. The Minister of Internal Affairs was instructed to keep control over measures in the field of observance of traffic regulations, fire protection regulations and requirements in connection with the rise of temperature in the summertime.

Chairman of the Supreme Court B.Khojamgulyev reported on the work implemented for six months of the current year with a view of solution of goals, defined in the corresponding Program of development. In addition, he reported on fulfilment of instructions, given earlier by the head of the state to organise the activity of department according to realities of the time and steps undertaken to improve the professional skill of employees of judicial bodies.

Having heard the report, President Serdar Berdimuhamedov emphasised the necessity of conduction of the effective work aimed at protection of interests of the state and society, and gave the head of the Supreme Court a number of instructions in that connection.

Minister of National Security D.Meredov reported on the practical steps realised in the first half of the year to protect national interests, maintain stability and peace in the country.

Having heard the report, the head of Turkmenistan underlined that the given department should further carry out its assigned functions properly. The Minister was given concrete instructions to that end.

Then, Chief of the State Border Service I.Ilamanov reported on the results of the activity for the January-June period of the current year to ensure protection of sacred boundaries of our fatherland and strengthen the material and technical basis of border units and improve conditions of service and life of servicemen.

Having heard the report, President Serdar Berdimuhamedov noticed that the border of our independent, permanently neutral fatherland is the border of friendship and brotherhood and instructed the head of the department to provide protection of sacred boundaries according to the Program of development of Frontier troops.

Minister of Adalat M.Taganov reported on results of the work realized for six months of the current year within the corresponding Program of development, adopted measures on modernisation of legal framework of the country, increase of professionalism of employees and introduction of advanced experience.

Having heard the report, the Supreme Commander-in-Chief of the Armed forces of Turkmenistan emphasised the importance of perfection of national legislation according to the international standards and explanation of its provisions to citizens. In this connection, the Minister was instructed to hold full conformity of adopted regulatory legal acts with laws in force under constant control.

Chairman of the State Customs Service M.Khudaykuliyev reported on results of the activity carried out in the subordinate department for the first half of the year and realised measures on optimisation of customs procedures at the expense of introduction of high technologies, and fulfilment of instructions given earlier by the head of Turkmenistan.

Having heard the report, President Serdar Berdimuhamedov marked that one should keep control over observance of corresponding rules at customs points, introduction of advanced experience and modern methods of work in this sphere. In this connection, concrete instructions were given to the head of department.

Chairman of the State Migration Service A.Sazakov reported on adopted measures from the beginning of the year with a view of implementation of the Program of development of the given service, the strengthening of the material and technical basis of structural divisions and increase of professionalism of employees.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the necessity of control over observance of migration legislation and quality maintenance of rendered services and gave the head of the Service a number of instructions.

Addressing participants of the meeting, President Serdar Berdimuhamedov underlined that, according to the Military doctrine of Turkmenistan, which has especially a defensive character, the complex measures aimed at maintenance of security and territorial integrity of our independent, permanently neutral fatherland, the strengthening of its defensibility, improvement of social living conditions of defenders of our fatherland and members of their families are taken at high level. As was marked, the work in the given area will be continued.

At the meeting of the State Security Council, a number of other issues, on which corresponding decisions were made, were also considered.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country General Serdar Berdimuhamedov wished its participants sound health and big successes in their responsible service for peace and happy life of our people.
